Soviet Unterzögersdorf is the last existing appanage republic of the USSR. The enclave does not maintain any diplomatic relationship with the Republic of Austria, which surrounds it, or with the European Union.

Direct transfer from Vienna to the enclave by means of a bus was refused by the bureau due to security concerns.
The bureau decided to send its own ambassador to Vienna to fetch the group of people eager to enter the enclave.
